Dog home boarders reminded about licence rules

Pembrokeshire County Council is reminding anyone providing dog home boarding or dog day care services for payment that they will need a licence from their local authority.

This includes people advertising through websites such as Rover, social media platforms, or other informal channels.

Home boarding involves caring for dogs in a domestic setting rather than a kennel.

While online platforms have made it easier for pet owners to find carers, anyone operating a dog boarding or day care business must comply with animal welfare and licensing requirements.

Licensed operators must meet standards designed to protect animal welfare.

These cover areas such as accommodation, cleanliness, exercise, disease prevention, record keeping, emergency procedures and limits on the number of dogs that can be cared for at any one time.

The Council is encouraging anyone currently offering dog boarding or day care services to check whether they require a licence and to contact the Council for advice if they are unsure.

Pet owners are also encouraged to check that anyone caring for their dog holds a valid licence.

Licensed operators should be able to provide licence details and explain how they meet animal welfare standards.

Key points for home boarders

  • A licence is required if you provide dog home boarding or day care services for payment.
  • Dogs must be cared for in a safe and suitable domestic environment.
  • Appropriate arrangements must be in place for exercise, supervision and veterinary care.
  • Records must be maintained for all dogs in your care.
  • The number of dogs cared for must not exceed the limit stated on the licence.

Advice for pet owners

Before leaving your dog with a home boarder, ask:

  • Are you licensed by your local authority?
  • Can you provide a copy of your licence?
  • What arrangements are in place for exercise, supervision and veterinary treatment?
  • How many dogs will be cared for at the property at the same time?

Anyone requiring more information about licensing for home boarding can email awelfare@pembrokeshire.gov.uk or contact the Animal Welfare Team via 01437 764551.
